resetting outline for all focused elements makes using the keyboard very difficult #6319

I believe we've addressed this in 1.9, but it is maddening on the community site because in order to use the keyboard I have to look at the little browser infobar at the bottom left of my screen that tells me the URL of the link I'm hovering on.

One idea that @mrclay has suggested is here: http://blog.paciellogroup.com/2012/04/how-to-remove-css-outlines-in-an-accessible-manner/

I'm still split. It does look silly to have outline on touch-only devices, but maybe it's valuable to have some kind of clarification of what was just pressed. I think our default stance should be that including focus outlines is the default unless there is some positive justification to remove them that goes beyond "they're visually ugly."

+1 for focus outlines should be default.

Defaulting outlines to "none" makes it virtually impossible
to navigate Elgg with only a keyboard.
