The short answer: anyone!

The longer answer: anyone, especially people and organizations who are actively participating or have participated in terrestrial code writing activity.

Most modern building codes are written by a mix of technical experts and representatives from industry or other stakeholder groups who are strongly and directly affected by the content of building codes. While off-planet is a markedly different environment from Earth in any sense of the word, the processes by which organizations write building codes are the result of years of trial and error. Learning from the best (and sometimes worst) examples will help MBC reach maturity more quickly.

So why, in addition to the above, anyone? Because anyone could be a stakeholder in the future. Just as current residents of a city have an interest -- albeit usually unexpressed -- in their city's building code, so should anyone who may go on to live off-world. More broadly: humanity's activity in space has already resulted in very tangible benefits for life back on Earth.
