What happened?

I cannot find any seafood in the 1.16.5 backported version of the game. I am sticking with this version and updating is not an option. Fishing yields nothing but vanilla fishing loot tables. I have other mods installed but I tested this version on its own, and it yielded the same result as in my modpack.
