You can not bind to Win, but you can use PowerToys Remap keys to remap Win to a custom hotkey then bind Tabame on that hotkey.

However, this might cause issues, because there are a lot of hotkeys that are based on Win key, like WIN+D to show desktop, WIN+C to show Calendar, WIN+V to show clipboard history, normal WIN press for Start menu.
