Add endpoint for configuration

As we talked about on Matrix. I'm pasting the example message:

For example GET /config

Which would return something like:

  "max_guarantees_per_instance": 20,
  "multiple_guarantors_per_instance": false
}

This is needed for Fediseer/FediseerGUI#76
