Sure, but that's not a reason not to implement them. GP2040 is probably not even legal for many tournaments anyway.
But certainly, if we are going to talk about how to get GP2040 accepted at tournaments, we should think about how features such as macros would play into this. Perhaps there's a way to put GP2040 into "tournament mode", locking out functionality that would be considered inappropriate.

Or you use macros to discover tech. Or you use macros as an accessibility aid to play a genre of game you couldn't otherwise. Or you use a fightstick for non-fighting games. There's a whole list of reasons why someone would want macros that don't all boil down to "I want to win Evo without actually being good".
Macros are a heavily requested feature on the GP2040 project.
