adds go annotation updates to history

  • Currently is done in GoAnnnotationService
• insert shows up properly
• update shows up properly
• delete shows up properly
• ingest feature for REVERSION of history properly
• show functional and detail (set name to bob, add go annotation), though possibly move this to another annotation moved to show what changed in functional annotations (gene and transcript) #2322
