During the lead-up to launch, we eased our accessibility testing and should now figure out a more sustainable way to keep it enabled and running on every PR. It looks like pa11y-ci and @lhci/cli are getting very infrequent updates and they've both caused us a lot of headaches in the past. We'll likely want to look at rolling our own tests, probably using something based on axe.
