Introduce log levels depending on an environment variable

Default log level should be 'development' (equaling 'warnings/info')
Should be able to switch to 'only errors', 'production' (none)
test it in Linux (bash, sh) and Windows

DONE - although default log level is now 'production' - works in Linux & Windows!
