Add a per-directory .guake.yml to configure how guake behaves in that directory. #1758

I created the feature in feathub (https://feathub.com/Guake/guake/+82) I just want to ask directly here in case I create a pull request for this, would It be merge? Is this feature aligned with Guake?

The simplest idea would be to check for a file .guake.yml on the CWD to extract the label to put in the tab. I still need to figure out how is Guake detecting changes inside of the terminal, and trigger that. I can imagine is a rather simple addition.
