ShellExecuteW != NOOP. Let's get it right.
This fixes a few HANDLE leaks. They aren't a big deal in the grand scheme of things, but it's good to be correct.
CreateProcessW on PhysX_Setup.exe will probably cause ERROR_ELEVATION_REQUIRED. That is NOT my idea of a successful install.

Problems were fixed. Big ones. Namely, ones that prevented redists from being installed. Also, plugged
HANDLEleaks and reimplemented SkipLoginDialog.
