Add !haters and !lovers commands to mod_karma

Requires new 'whokarma' table (key,nick,up/down) in the DB and a modification of mod_karma so it keeps track of who did a karma-up or karma-down for a given key.

Once this is done the old whokarma.csv from unox can be imported.
