If the plugin isn't provided valid credentials to push packages to NPM, it will throw an exception even if the plugin isn't utilized.

@BinToss BinToss changed the title semantic release's default 'plugins' array includes a plugin to publish to NPM. We don't need nor use this and its credentials requirement is causing the step to halt. semantic release's unused NPM plugin causes halt/fail Sep 6, 2021
