[Feature] Add /carbon broadcast

Proposed Feature Description:

I would like Carbonchat to have a broadcast command, that way I can have plugins broadcast messages to particular channels and throughout my proxies.

Proposed Feature Functionality:

Similar to an average broadcast command but you can choose which channel it sends to. usage: /carbon broadcast (channel) (message)
