Just having a number in the config file that says "if X people vote to skip, it skips" seems like not enough. the number needs to go up with viewer count, right? but doing a straight percentage seems wrong too, what if lots of the viewers aren't participating? maybe the web gui can have a text field where you can dynamically change the number of votes needed?

You could also check how many people in the chat are sending messages in a given time.
