User not created

Attempted to add a user while logged in as NA User. Creation appeared to be successful but the new user did not appear in the user list and could not be found by filtering on Name. Tried to create the user again, but got an error saying it already existed.

What I was trying to do was confirm that the following behaviour has changed and the note is no longer required in the documentation. Could you let me know?

CAUTION: Enabling the All elements checkbox at the bottom of the list will apply the Delete command to all items in the section, including those that are not currently visible due to filtering or pagination.
