- CC-BY is the current decision, but #ccarr needs to get full IHE approval
- can we get no-numbers supported as a IG build parameter, rather than a replicated template or standard second IHE template?

- today the no-numbers is carried along with each project that uses it, making it hard to change in mass.
- can we get domain graphic into ihe template, triggered off of something (ITI, PCC, QRPH, PaLM, RAD, etc)
