Both the cash module and the complex journal voucher module's end-to-end tests seem to be giving issues (see #407 and Travis's log for more details). These tests should be investigated and fixed as soon as possible.

fix(complex): complete migration to page object

This commit completes the migration of the complex journal voucher tests
to using page objects.  It also ensures that translations are properly
selected from the settings page, ensuring that tests pass consistently.

Closes #417.
