Requesting a review doesn't add a user as an assignee automatically #28

Kind of a bug as it's unexpected, but it was also never designed that way.

Adding as an assignee should be part of the handler for receiving the review requested webhook event.

Related to #37 Just need to decide which should be the way to go.

Gut right now says assigning should create review request.
