Remove a pointless dance with locals() now that the bulk of the program config has moved elsewhere. I moved the version number into an existing place that would be just as easy to access throughout the program, and now setup.py and whipper-at-large have their version number defined in the same place.
The revision method was never used and only referenced in configure.configure, so it went the way of the dodo.
