Seems to be FFmpeg's issue.
Both mkvinfo and ffprobe signals keyframe at specific timestamp but ffmpeg -c copy skips copying until next keyframe.

Reopening because this happens not that rare and would be good to fix or at least report it.

Another example: https://youtu.be/9fbrjY1S73E
Save 1080p VP9, both mkvinfo and ffprobe indicate keyframe at 02:13.759, but first frame of -c copy is only at 02:13.801.
