AE2 + FTB Chunks item duplication

Describe the bug
Applied Energistics 2 Formation Plane is duplicating items if the chunk is claimed, unless "Block Edit Mode" is set to Public in FTB Teams

To Reproduce
Steps to reproduce the behavior:

1. Claim A chunk with FTB Claims
2. Build a simple AE2 Formation Plane setup ( Energy Acceptor, Import Bus and ME Interface )
3. Place a block in the ME Interface
4. Break the block that the Formation Plane placed

You will be able to pick up the block you just broke and the item will remain in the ME Interface.
