Add unittests for rest-publish

This will require Mocking the Splunk SDK, which could take some time to fully figure out. Or, we need a live Splunk server to test against (which I think may be a good long-term goal) but I really want to start with unit tests that can be run quickly and repeatedly without external dependencies.
