[filter] Category filter options can return zero results

Issue

In the project filter modal, under Category option, you can currently select "Agriculture", however, this return zero results.

Requirements

• Where we determine the list of categories to show as options in the filter modal, we need to first check that there are marketplace projects with that category tag
• There should not be category options in the filter modal that return zero results for the user
