[api] Programmatically configure default Pool projects in the API and the FE

Today default pool projects are defined manually:

• in the frontend: https://github.com/KlimaDAO/klimadao/blob/staging/lib/utils/getDefaultProjects/index.ts#L17
• in the API: https://github.com/KlimaDAO/klimadao/blob/staging/carbonmark-api/src/routes/projects/get.constants.ts#L1

Describe the solution you'd like

The default pool projects should be computed automatically in the API.
The default pool projects should be obtained via a query to the API from the FE.
