Add download as BOLSIG+ text format

It would be nice if from cross section page the cross section can be downloaded as a BOLSIG+ text formatted document.

Implemented for a cross section set using @lxcat/converter package.

Downloading a single cross section in Bolsig+ format still needs to be implemented.

Also I would be nice to download a bag of cross sections (list of cross section ids) in txt format.
