UISP listener for CRM webhooks for updates

In order to speed up the execution of changes AND reduce the calls to UISP, I would like to see a listener in libreqos that could be targetted by UISP. UISP's CRM module includes a webhook option that can trigger on a number of customer change related items, such as changing the service plan, adding a client, etc. It would be great to trigger an update of the customer shaper based on this trigger instead of the big pull and reload on long intervals. Even if that change triggered the full reload and we could push that normal reload out to hours or once a day that would be an improvement.

Great idea. We could implement this in the lqos_scheduler service (scheduler.py).
