Description

Allow validator to edit current commission rate

Acceptance Criteria

  • The Input by default should have the current commission rate
  • Commission rate have two decimals and in transaction object it should be converted to number 0 between 100000
  • Transaction needs to be sign and broadcast to the network like other transaction
  • Make sure [design] is implemented
  • Add unit test
