Remove sequential tags from tests and Fix conflicting tests

Expected behavior

Tests should be atomic (work without conflicting with each other).

Actual behavior

Tests below uses sequential tag because tests are conflicting with each other.

• framework/test/mocha/functional/http/get/cache.js
• framework/test/mocha/integration/transactions/expire_transactions.js

Steps to reproduce

Which version(s) does this affect? (Environment, OS, etc...)
