Expected behavior

The build process is completely managed by a Makefile.

Actual behavior

The groundwork was laid out in #2545 and developed on in #2903 and #3044 but some work remains to be done (replace build.sh entirely)

Which version(s) does this affect? (Environment, OS, etc...)
