Expected behavior

RPC /blocks endpoint should return error if the lastBlockId provided is unknown.

Actual behavior

It returns genesis block if lastBlockId provided is unknown

Steps to reproduce

Call RPC blocks endpoint without known lastBlockId

Which version(s) does this affect? (Environment, OS, etc...)
