Menyoo crashed the game while using spooner adding map.xml to spawn peds and cars

I have a file which include a little less than 200 peds and vehicles in total.When I started to load the file,after some time,the game crashed.Surely,I checked the gameconfig.xml file and raised the values up to 75000 but it turns out to be failed.
Is there anyone know how to fix this problem?
