Created Layers are not community editable

Expected Behavior:

If a user uses the CREATE LAYER function to create a new layer, they should have the ability to open the layer for community editing.

Issue:

In the CREATE LAYER modal, there is no step for setting layer to community editable.

Once created, only the layer-owner has the ability to add/modify/delete features but other users cannot.

Example:

https://mapstory.org/layers/great_horned_owl_sightings was created by jonpmarino user account. Detail page for jonpmarino shows Edit Features functions.

Logging in with a diiferent user account, jmarino4, no Edit Features functions appear.
