doc/user: replace link to SQL Server CDC known limitations

Swapping a community Slack link — now useless, due to its retention policies 😞 — for a GitHub issue that documents the known limitations of SQL Server CDC via Debezium. This is a good reminder to get #10989 on our radar again! @MaterializeInc/docs, as a preventive measure, we could give the documentation a quick sweep for similar situations, to guarantee we're not at risk of losing context over time if there are other places that point to Slack threads.
