I ran the documentation builder to generate the meta files that I need.

I get an error in sphinx that a theme.conf file is missing.  

Anup, can you put this file in the svn in a place that I can access it?  I 
suppose that we'll need this for users too to generate their documentation.

Also, I noticed that the builder doesn't remake the core packages doc.  Is this 
something that we should do or have we thought of that system yet?  I think we 
can make it ourself without using sphinx, probably easier than having to remake 
everything each time a new package is obtained.
