SNS Topic creation should look like the following:

look for existing topic on repo
If topic exists and permissions are ok for adding to the grim queue, do so.
If topic exists and permissions are not ok for adding to the grim queue, error.
If topic does not exists, create it with a "safe" name that is not configurable.

There is potential for races in 4, so need to give that some thought.
