Starfield now has custom plugin loading support, but Mod Organiser does not recognize it yet #2050

The problem:

This has been changed with the latest Starfield patch.

You can disable the plugins.txt enabler check in the Starfield settings. Other issues related to the update are in active development and the '2.5.2dev1' build should resolve most of them. (Another build is incoming to support the newer save format and some remaining issues with plugin load order.)

I have this very issue with MO2 saying "This game does not currently permit custom plugin loading" and there is no "bypass_plugins_enabler_check" option in the Starfield MO2 plugin. Can't enable any of the installed *.esm plugins. MO2 version 2.5.2, rev: 9c130cb.
Any help is appreciated.
UPDATE: the reason was sTestFile record in StarfieldCustom.ini. Everything works w/o it.
