Can't filter milk in import/export upgrade

Bug:

I can't manage to get a filter to match the milk fluid in the import or export upgrades. I have a setup like the following:

I have a filter configured thusly, created by sneak-right-clicking with an empty main hand and the filter in the left hand on an inventory containing only a bucket of milk:

I insert this filter into the right pedestal in the following setup:

Note the white band around the bottom of the right pedestal and the lack of any particles or animations.

This applies in reverse if I flip the filter to blacklist - it is perfectly happy to import milk.

The setup works as expected if I attempt to transfer water instead of milk (that is, the milk-whitelist filter properly excludes water, the milk-blacklist filter properly includes water) and if I do all of this with a filter configured against a bucket of water instead of a milk bucket (that is, water is included and milk is excluded by a water-whitelist filter, water is excluded and milk is included by a water-blacklist filter).
