Implement system information collection to suggest tutorial topics

Need to grab whatever information is possible based on tutorial topics, and choose which topic to guide the user toward.

e.g. detect low battery & lots of background activity

While this was a good idea, it became the notification system in the current rev of Jisort. With @mukhtar80, I've filed a bug/feature request there (mozilla/Jisort#193) to follow up.
