Always render distributionInfo if present

The following two XML metadata objects both have an distributionInfo section:

https://search.dataone.org/view/http://get.iedadata.org/metadata/iso/601032
https://search.dataone.org/view/http://get.iedadata.org/metadata/iso/318467

However, the Distribution section is only rendered for 318467. Presumably it's not rendered for 601032, because 601032 has a DOI.

Can the views be adjusted so that the Distribution section is always rendered if it's present?

I think this may be a MetacatUI issue rather than Metacat, so we should probably move the issue to that repo. What do you think @laurenwalker ?

Roger and I discussed this on Slack last week and determined it is a Metacat issue because it is related to the .xslt files that do the XML->HTML transformation in Metacat.
