Adjust so that VCF actually pulls the status from the db.

Adjust status fields in trees & saplings (remove extraneous/duplicate after review)

Accommodate VCF through either:

  • Separate table for inactive tags (records tag # & datetime) << favored approach
    OR
  • Add flag column in records
