PhysicalFeature elements overlap across Core, Biometrics, and Justice. Harmonize addressable overlap between Core and Biometrics elements for the 4.2 minor release.

Remove duplicate elements from Biometrics in 4.2 and replace usages with their Core counterparts:

  • biom:PersonHairAppearanceText
  • biom:PersonHairCategoryText
  • biom:PhysicalFeatureCategoryAbstract (*) - Also merge substitution groups
  • biom:PhysicalFeatureCategoryText
  • biom:PhysicalFeatureDescriptionText
  • biom:PhysicalFeatureGeneralCategoryText
  • biom:PhysicalFeatureLocationText

For example, Core contains element nc:PhysicalFeatureDescriptionText. Recommend deleting similar Biometrics element biom:PhysicalFeatureDescriptionText and adding the Core element wherever it is currently being used (type biom:PhysicalFeatureDescriptionType).
