add control of the arrows on FLOWLINE plots

Let the user change the size of or get rid of
the arrows on a FLOWLINE plot, perhaps using the
/LENGTH qualifier. Currently sets arrow size
based on the velocity.

yes? USE coads_climatology
yes? SET REGION/x=150e:130w/y=40s:50n/l=6

yes? FLOW/ASPECT/DENSITY=3 uwnd,vwnd
yes? VEC/ASPECT/OV uwnd,vwnd
