MinerConnectionError from healthy miners

Follow up to:

• MinerConnectionError: Unable to connect to miner http://helium-miner:4467 #350

Thoughts:

• For the healthy miners that is earning well and their all containers are running, MinerConnectionError might happen at a specific moment.

To check this hypothesis, we need to get the Balena device UUID of the miner from the sentry issue. Once we get the Balena device UUID, we can carry out the various inspections to find out the root cause of the sentry issue.

• In diagnostics container, RESIN_DEVICE_UUID environment variable is set with the Balena device UUID.
