[Fix][PivotUpdator] Update receipts and bodies Barriers

• update barriers in receipt and bodies sync feeds when initialized if pivot has updated.
• update barriers in SyncProgressResolver

Tested the fix and not able to reproduce same on sepolia or chiado with multiple attempts
