Let avf decoder cope with new/changing sps/pps mid stream #71

We get bad data if we try and decode sps/pps, or submit an IDR which needs new data

Need to recreate decompressor (new input format with sps/pps) when detected

SoylentGraham added a commit that referenced this issue


          for #71, can now cope with recreating input format & decompressor
