Set structure of Recipes section #537

This PR is meant to set the structure of the "Recipes" section of the site. This PR extracts some of the items in the FAQ into their own pages and includes them in the sidebar. It's not clear to me whether some of the remaining items in the FAQ should remain there, be moved into a new location, or be removed entirely. This PR is meant to serve as a discussion point to answer that question as well.

Discussed in Nix documentation team meeting:

  • let's add the tag infrastructure first: Update nix.dev site tagline #536
  • the continue moving around content item-wise
    • some things that are currently two lines of text are actually quite a bit of work to deal with properly

Since this is fairly outdated now (though the changes look generally okay), let's close this for now. If anybody wants to pick this up, feel free to open a new PR
