Things done

• lift the version restriction for zstd from <=3.0.1 to <=4
• configure testing but disable for now since tests depend on clickhouse: 20.11.4.13-stable -> 21.3.11.5-lts #123488

• Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
• Built on platform(s)

• Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
• Tested compilation of all pkgs that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review wip"
