travis failed due to some haskell deps. this builds OK locally on my machine and the same commit for 16.09 travis builds fine at #21942. |

Motivation for this change
there was a recent hard-fork in monero and 0.9.4 can no longer sync the new chain properly. will need to backport this to stable.
