nixos/dconf: support cross compilation #249093

when cross compiling, ${pkgs.dconf} represents the host dconf and isn't guaranteed to be executable by the build platform. placing dconf in nativeBuildInputs and invoking it by name guarantees us a dconf which is executable by the build platform.

Description of changes

Things done

  • Built on platform(s)
    • x86_64-linux
    • aarch64-linux
    • x86_64-darwin
    • aarch64-darwin
  • For non-Linux: Is sandbox = true set in nix.conf? (See Nix manual)
  • Tested, as applicable:
  • Tested compilation of all packages that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review rev HEAD". Note: all changes have to be committed, also see nixpkgs-review usage
  • Tested basic functionality of all binary files (usually in ./result/bin/)
  • 23.11 Release Notes (or backporting 23.05 Release notes)

Does #234615 fix the problem?

yes, it seems 234615 has fixed this. or at least, config.environment.etc.dconf.source cross compiles -- if something downstream or adjacent to it fails i won't know for another few hours. certainly there's no need for this particular patch anymore though 👍️
